Position Title: Lead Contract Specialist (SME / Lead)

Level: SME / Lead

Work Location: Remote, with occasional support in the Washington, DC metropolitan area

Primary Place of Performance: Contractor site, with support to government facilities in the Washington, DC area as needed

Pay Rate: $105.16/hr - $107.36/hr

Experience Required: 15+ years

Period of Performance:

  • Base Period: 6 months (1,040 hours)
  • Option Periods: Four (4) one-year options (2,080 hours each)
  • Final Option: 6 months (1,040 hours)

Position Overview

SMX Services & Consulting is seeking a highly experienced Lead Contract Specialist to support federal telecommunications contracting efforts under the HHS EIS PMO Support Services program.

This role focuses on contract administration, acquisition strategy support, contract modifications, pricing review, and stakeholder coordination, ensuring compliance, accuracy, and alignment with federal acquisition standards.

Due to the complexity of the program and the specialized nature of telecommunications contracting, this position requires senior-level expertise and leadership capabilities.

Key Responsibilities

  • Lead and support contract administration activities across telecom-related programs
  • Assist with contract modifications, acquisition documentation, and contractual coordination
  • Review pricing structures, labor assumptions, and contract inputs for accuracy and compliance
  • Coordinate with government stakeholders, program leadership, contract teams, and vendors
  • Support fair opportunity processes, contract changes, and documentation control activities
  • Ensure all contract records and communications are accurate, complete, and audit-ready
  • Provide support for telecommunications-related acquisition and contractual analysis
  • Maintain structured and consistent documentation and communication practices

Education

  • Bachelor's degree in Business, Contracting, Acquisition, Public Administration, or a related field

Required Qualifications

  • Extensive experience in federal contracting and contract administration
  • Experience supporting telecommunications, infrastructure, or managed services contracts
  • Strong working knowledge of FAR-based contracting environments
  • Experience with contract modifications, acquisition support, and pricing analysis
  • Excellent analytical, writing, organizational, and coordination skills
  • Ability to operate effectively in complex, multi-stakeholder environments
