Job Overview

The Maryland Health Benefit Exchange (MHBE) is seeking Salesforce Marketing Cloud Developers to support the development, configuration, and ongoing operations of its healthcare marketplace systems. This role focuses on building and managing email and SMS campaigns, automation workflows, and customer engagement journeys in a regulated environment.

Key Responsibilities

• Configure and support Salesforce Marketing Cloud modules:
• Email Studio
• Journey Builder
• Automation Studio
• Content Builder
• Mobile Connect (SMS)
• Design and implement automated customer journeys & triggered campaigns
• Build and maintain:
• Data Extensions
• SQL Queries
• Audience segmentation logic
• Develop dynamic, personalized content using AMPscript
• Support SMS enablement:
• Short code provisioning
• Keyword configuration
• Consent (opt-in/opt-out) management
• Integrate Marketing Cloud with Salesforce and external systems
• Troubleshoot campaign, data, and automation issues
• Follow state-level security, privacy, and compliance standards
• Create technical documentation and support knowledge transfer

Required Qualifications

• 7+ years of Salesforce Marketing Cloud development experience
• Strong hands-on experience with:
• AMPscript
• SQL (within Marketing Cloud)
• Experience with SMS messaging and consent management
• Experience with MobileConnect & SMS compliance
• Knowledge of short code provisioning processes
• Experience working in regulated environments (PII, compliance, security)
• Experience integrating Marketing Cloud with Salesforce
• Ability to work in a staff augmentation / government environment

Preferred Qualifications

• Salesforce Marketing Cloud Developer or Consultant Certification
• Experience supporting:
• Government agencies OR healthcare organizations
• Knowledge of accessibility standards:
• WCAG / Section 508
• Strong experience with Salesforce CRM integrations
