Job Description

Duties

  • You will be responsible for overall management and guidance in balancing the many factors required to establish program priorities, milestones and strategic goals.
  • You will manage the acquisition of program requirements and engage other program/project managers and competencies in defining the scope, cost, schedule, and highly technical facets of inactivation program requirements.
  • You will advise and lead project managers in developing, organizing, analyzing, executing, and monitoring planned requirements as well as the application of the ship/systems acquisition processes, policies, regulations, principles and practices.
  • You will practice accountability of program management through the phases of system inactivation that includes Ship's Terminal Offload Plan (STOP), defueling, dismantlement, and disposal.
  • You will serve as the principal advisor to senior managers on the development, implementation and revision of financial management policies, plans, and programs to facilitate the effective, efficient, and timely application of financial resources.
  • You will generate, recommend, and implement new and revised financial management concepts, methodologies, policies, and strategies in support of the organization's programs.
  • You will direct and/or perform continuing program execution review, analysis and appraisal of the major operating and support programs within the organization.
  • You will perform Earned Value Management (EVM) calculations to ensure optimal planning, scheduling, and control of work; and ensures proper application of EVM guidance, concepts, processes, and procedures to support assigned programs and projects.
  • You will provide interpretive and analytical advice on financial transactions and program execution; develop format and content to provide managers with various listings, reports, and data relative to status of funds and the propriety of obligations.
  • You will coordinate the development and reporting cost/performance information in support of mission tasks for the organization.
  • You will represent the organization as the program/project expert within and outside the command in efforts to resolve different viewpoints regarding the best means of managing the various phases of the program/project.
  • You will establish work assignments to be accomplished by the employees in the program, setting priorities, preparing schedules for work completion, and ensuring the timely performance of satisfactory work efforts.
  • You will determine responsibilities, evaluates employee performance, recommends appropriate incentives, initiates corrective actions, assures safety practices, and keeps employees informed of management and personnel policies.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the pay band NH-03 (GS-13 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing expertise and guidance to support financial management policies, Earned Value Management (EVM), or program analysis and execution for an organization.
