The Office of Permitting and Compliance (OPC) oversees all permitting and regulatory functions within the Department, ensuring clarity, consistency, and regulatory integrity. By streamlining processes, accelerating permitting timelines and enhancing data-driven decision-making, the Office ensures compliance with environmental standards while supporting responsible economic development.
OPC centralizes all permitting and compliance functions, aligning engineering, geology, ecology, design, and compliance divisions into a single workflow. Its structure includes integrity and production audits, UIC and storage regulation, groundwater protection, coastal permits and mitigation, and reservoir and legacy site management.
This Mineral Production Analyst 1 or 2 position is located within the Compliance Division of the Office Permitting & Compliance and is domiciled in Baton Rouge, LA. This position reports to the Mineral Production Supervisor. The incumbent performs comprehensive audits for various forms submitted by the petroleum industry. All work is performed in accordance with departmental policies, procedures, rules, and regulations.
Minimum Qualifications
Three years of experience in mineral analysis; OR
Six years of full-time work experience; OR
A bachelor's degree.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:
As a Mineral Production Analyst, you will play a key role in monitoring and analyzing mineral production data to support regulatory compliance, revenue accuracy, and resource management decisions. In this role, you will:
- Conducts independent audits of petroleum industry reports (e.g., Forms OGP, R-5-D, R2, R3, R5T, R6) to ensure accuracy in production, storage, transportation, refining, and processing data.
- Reviews SONRIS Detailed Error Reports to identify discrepancies related to coding, production volumes, stock balances, and calculations.
- Issues and tracks compliance notices to operators, transporters, and facilities, ensuring timely resolution of identified discrepancies.
- Audits corrected submissions to verify errors have been resolved and maintains accurate compliance records.
- Recommends enforcement actions, including civil penalties and Form R-4 suspensions, when discrepancies remain unresolved.
- Performs specialized audits of natural gas wells to ensure compliance with Statewide Order 29-F production allowables.
- Reviews monthly activity reports for accuracy of production data, well counts, and related operational information.
- Identifies and reports potential violations, recommending compliance orders for illegal movement or reporting issues.
- Conducts preliminary reviews of Form R-4 submissions for proper coding and nomenclature.
- Provides data analysis and historical reporting support to engineering, geological staff, and external stakeholders; assists with emergency response efforts as needed.
