Paraprofessional Position

This paraprofessional position is primarily responsible for assisting in the administration of the City's development regulations (with a focus on trades and building), and devotes a significant amount of time working closely with the public to provide customer service on permitting issues. A broad and diverse range of responsibilities include providing information and assisting the public and applicants with the permitting process with an emphasis on building and trades and coordinating with inspectors as to closing permits. Union Affiliation: American Federation of State, County, and Municipal Employees (AFSCME) Pay Grade 15: $30.48 - $33.97 Hourly Remote Tier 1: Zero (0) days remote/week

Essential Job Functions
  • Provide detailed information and technical assistance at the customer service counter, via email, and over the phone on subjects such as:
    • Building and trades permit applications, fees, and submission requirements; Building and trades permit application review process and applicable regulations;
    • Building and trade permit issues (and refer customers on to inspectors where necessary); and,
    • Closing out building and trades permits.
  • Enter and maintain application data and fee information in the permit system and other record keeping systems in accordance with department procedures.
  • Provide assistance at customer service counter taking in certificate of occupancy requests and building and trades permit applications.
  • Enter and maintain permit system as necessary, including information as to property transfer and changes in use of properties.
  • Process "Bianchi," permit history, and public record requests.
  • Process reconciliation of permit fees prior to closure of building and trades permits.
  • Receive and resolve customer complaints for manager review.
  • Troubleshoot complicated administrative matters.
  • Maintain positive and collaborative working relationships with other City and non-City departments and agencies involved in the development review and permitting process. Maintain positive public relations in providing information, soliciting community input, and handling public concerns.
  • Responsible for basic assistance with zoning permit applications and certificates of occupancy.

Qualifications/Basic Job Requirements
  • Ability to actively support City diversity, equity, and cultural competency efforts within stated job responsibilities and work effectively across diverse cultures and constituencies.
  • Demonstrated commitment to diversity, equity and inclusion as evidenced by ongoing trainings and professional development.
  • Bachelor's degree in urban planning, geography, architecture, landscape architecture, civil engineering, public administration, construction management, or a closely related field and one year of direct experience in development plan preparation and/or review, or zoning and/or building code administration is required
  • Additional experience may be substituted for a degree requirement on a two-for-one year basis.

Workplace Skills:

  • Working knowledge of building code principles and practices, including pertinent specialties. Ability to obtain working knowledge of City development regulations (building, trades, and zoning), and pertinent state and local regulations and statutes.
  • Ability to read and understand plans, blueprints, elevations, landscaping plans, construction detail submissions, specification sheets and other technical development documents.
  • Regular attendance is necessary and is essential to meeting the expectations of the job functions. Ability to understand and comply with City standards, safety rules and personnel policies.
