- Manage and lead a comprehensive business development and capture portfolio, focusing on strategic opportunities within the Offensive Cyber domain.
Develop and maintain Line of Business growth strategies and pipeline by engaging the customer marketplace (existing program efforts and new customers), understanding budgets, and identifying key market drivers and trends.
Identify, design, qualify, and lead strategic campaigns to secure new contracts or task orders and expand into adjacent opportunities.
Serve as the primary customer and external stakeholder point of contact for capture efforts, effectively articulating RII’s approaches and managing customer expectations.
Lead customer and internal engagements to understand mission objectives, capability gaps, and success metrics, and establish a business development strategy that aligns customer and RII interests.
Develop and implement capture strategy and tactics, including competitive assessments, teaming strategies, and price-to-win analysis.
Lead overall content development for business development activities, including draft SOWs, ROMs, cost proposal content, and customer engagement strategy.
Ensure programmatic risks are identified, assessed, and mitigation plans are established during the capture process.
Collaborate with Program Managers and Technical Leads to create prototypes and demonstrations to close on pursuits and inform the execution team.
Coordinate and collaborate across the line of business with management, strategy, engineering, contracts, and finance teams.
Attend industry and government events that support the Cyber LoB and company growth strategies.
Required to travel 25% of the time to meet with customers and support customer events.
Lead new pursuits in CNO leveraging existing RII technology like AI Solutions for Vulnerability Research and advancements in proprietary tooling to shape winning technical approaches.
A minimum of 10-15 years of industry experience (including at least 5 years in BD or capture management with proposal development experience)
Successfully led and won definitive contracts in the $1M+ to $100M range.
Developed a strong network of contacts within the DoW and/or Intelligence Community, with demonstrated success in leading Offensive Cyber Operations (OCO)/Computer Network Operations (CNO) type programs and program teams.
Experience with employment and transition of OCO capabilities to the warfighter.
Proven experience in transforming vague customer desires into clearly scoped, executable requirements, proposed solutions, and accompanying risks.
Applied a solid working knowledge of the DoW Acquisition Process, RFP analysis, proposal preparation, and various contract types (e.g., IDIQ, CPFF, CR, FFP, T&M, OTA/OTPs).
Demonstrated exceptional leadership, team building, ability to work with various levels of experienced engineers, and collaboration skills with proven ability to prioritize, multi-task, and meet tight deadlines.
