Principal IT Business Analyst - Project Controls

Our client seeks a Principal IT Business Analyst focused on project controls to lead planning, scheduling, cost management, and financial analysis for complex programs. The role will leverage PeopleSoft, OAS, COBRA, and Primavera P6 to develop baselines, reporting, and integrated controls that inform decisions and mitigate variances. The analyst will guide stakeholders, drive system enhancements, and produce comprehensive monthly forecasts, analyses, and spend plans. Work supports Tritium projects with a 4/10 onsite schedule.

Rate: $80.00 to $95.00/hr. w2
Responsibilities:
- Organize, develop, implement, and maintain total project controls and financial analysis applications across the project life cycle.
- Prepare business and financial plans and periodic or ad hoc reports with limited supervision.
- Develop cost and schedule baselines, milestone schedules, work breakdown structures, and spend plans to optimize resource utilization.
- Apply advanced project control concepts and develop system applications to support complex, multi-project analysis and issue resolution.
- Participate in project cost review and schedule meetings and implement basic change management for assigned scopes.
- Analyze cost and schedule variances against plan and communicate drivers and mitigation plans to management.
- Serve as the linkage between stakeholders and the planning process to support business unit control.
- Perform financial analyses including variance, statistical, and scenario analyses to support management decisions.
- Develop and maintain costing rates in PeopleSoft and analyze overhead and service pool variances.
- Assess business operations to identify funding limits, implement cost controls, and design integrated financial controls and processes.
- Define requirements, develop models and test plans, implement system enhancements, and monitor effectiveness of financial applications.
- Lead special studies, translate management concepts into operating plans, and develop solutions to complex business problems.
- Prepare comprehensive monthly financial reports, forecasts, and spend plans.
- Provide leadership, technical direction, and training to Project Controls personnel.
- Apply CAS/FAR principles as required.
Experience Requirements:
- Expert proficiency with automated accounting, cost management, scheduling, and estimating systems.
- Proficiency with PeopleSoft, OAS, COBRA, and Primavera P6.
- Strong personal computer skills.
- Knowledge of project management and tactical cost and schedule control, with exposure to operations, maintenance, startup, or construction.
- Experience with site business systems.
- Preferred: Prior DOE L or Q clearance within the past two years.
- Preferred: Prior SRNS experience.
Education Requirements:
Master's degree in business, construction management, technical, engineering, or related field and 5 years of practical experience. A bachelor's degree with 7 years, an associate's degree with 11 years, or a high school diploma with 15 years of relevant experience would be considered equivalent.
Skills, experience, and other compensable factors will be considered when determining pay rate. The pay range provided in this posting reflects a W2 hourly rate; other employment options may be available that may result in pay outside of the provided range.
