HyerTek is a federal technology consulting firm delivering secure enterprise applications, data analytics, and modernization services to federal government agencies.
We are seeking a Senior Systems Business Analyst / Requirements Lead to manage requirements, functional design, business rules, and traceability for the enterprise systems we build and modernize. This individual will translate Government and stakeholder needs into clear, testable requirements that guide engineering, quality assurance, and customer acceptance.
The successful candidate will work directly with an integrated delivery team that includes cloud, DevSecOps, software development, cybersecurity, analytics, and QA professionals. This is a hands-on role requiring strong facilitation, documentation, analytical, and decision-management skills.
Candidates must be located in the Washington, DC, metropolitan area. Some work will be performed in accredited or SCIF facilities.
Requirements:
- Lead requirements elicitation, analysis, documentation, validation, and change management throughout the delivery lifecycle.
- Maintain the requirements baseline and Requirements Traceability Matrix, ensuring requirements remain connected to system functionality, testing, and contract deliverables.
- Write clear, testable requirements, user stories, business rules, and acceptance criteria.
- Facilitate working sessions with Government stakeholders, resolve conflicting requirements, and document decisions and follow-up actions.
- Model business processes, workflows, system states, routing rules, and data exchanges.
- Develop and maintain functional documentation, including process models, data mappings, business rules, and data dictionaries.
- Manage assumptions, dependencies, risks, and unresolved business decisions that could affect system delivery.
- Support backlog refinement, prioritization, user acceptance testing, and Government acceptance activities.
- Coordinate requirements related to privacy, records management, CUI handling, and Section 508 accessibility with the appropriate subject-matter experts.
- Develop user guides, administrator documentation, in-application help, training materials, and as-built documentation.
- Partner with engineering and QA teams to confirm that implemented functionality and test coverage align with approved requirements.
- Produce documentation suitable for customer handoff, system transition, and ongoing operations.
Required Qualifications
- 8+ years of experience as a business analyst, systems analyst, functional analyst, or requirements lead.
- Experience supporting federal technology programs or similarly regulated environments.
- Demonstrated experience managing a formal requirements baseline, change-control process, and Requirements Traceability Matrix.
- Strong requirements elicitation and facilitation skills, including experience working with senior stakeholders and resolving competing priorities.
- Ability to write clear, atomic, and testable requirements, user stories, business rules, and acceptance criteria.
- Experience with business-process modeling, data mapping, workflow analysis, and data-dictionary development.
- Strong technical writing skills with the ability to communicate effectively with end users, engineers, testers, program leaders, and Government stakeholders.
- Sufficient technical literacy to understand application workflows, interfaces, data structures, and system behavior and to collaborate effectively with engineering teams.
- Familiarity with Agile delivery practices, backlog management, user acceptance testing, and configuration or change management.
- Experience using modern documentation and collaboration tools. Familiarity with Markdown, Git-based workflows, branches, pull requests, and version history is strongly desired.
- Excellent organization, troubleshooting, documentation, and stakeholder communication skills.
- Ability to work independently and manage priorities across multiple concurrent engagements.
- Active Department of Defense Top Secret clearance.
- DoD 8570/8140 baseline certification, with Security+ CE or an accepted equivalent.
Preferred Qualifications
- Active TS/SCI clearance.
- Experience supporting Government phase gates, milestone reviews, or formal system-acceptance events.
- Working knowledge of CUI requirements, the Privacy Act, SORNs, federal records management, and Section 508/WCAG accessibility standards.
- Experience supporting enterprise application modernization, HR systems, case-management systems, or data and analytics programs.
- Familiarity with SQL or source-code review sufficient to validate documented business behavior with technical team members.
- Experience supporting systems operating in accredited or classified environments.

Clearance & Work Authorization
This position requires U.S. citizenship and an active TS clearance with the Department of Defense. Salary Range
$125,000 – $140,000 annually, depending on experience and clearance status.
