Civil Engineering Project Manager - Land Development

CAA is seeking an experienced and motivated Civil Engineering Project Manager to lead site development projects from initial planning and design through permitting and construction. The successful candidate will have strong technical expertise in site development, stormwater management, grading, erosion and sediment control, and utility design.

This position requires a responsible, organized, and client-focused professional who can effectively manage projects, communicate with clients and regulatory agencies, and collaborate with contractors and internal team members. Strong communication, leadership, and organizational skills are essential to maintaining CAA’s reputation for client responsiveness, technical excellence, and efficiency.

Essential Job Functions

• Manage the complete project delivery process for projects ranging from basic to complex, including project scope, schedules, budgets, permitting, design, and construction documentation.
• Develop civil engineering plans using Autodesk Civil 3D and GIS while applying applicable local, state, and federal design standards.
• Prepare site development plans, grading plans, erosion and sediment control plans, stormwater management plans, utility plans, profiles, and construction documents.
• Perform and oversee hydrologic and hydraulic analyses to develop engineered solutions for storm drainage and stormwater management systems.
• Prepare detailed plans and profiles for water, sewer, and other utility infrastructure.
• Prepare project cost estimates and assist with project budgeting and financial management.
• Interface with clients, regulatory and review agencies, contractors, and other project stakeholders while providing timely, professional, and responsive service.
• Coordinate project permitting and agency review processes.
• Provide office and field support for projects under construction, including assisting with construction administration and inspections.
• Mentor and provide technical guidance to junior staff.
• Support business development and client relationship management activities as appropriate.

Requirements and Qualifications

• Bachelor’s degree in Civil Engineering or a related engineering discipline from an accredited institution.
• Minimum of 8+ years of progressive civil engineering experience, preferably with a focus on land development and site design.
• Professional Engineer (PE) license preferred; candidates with the ability to obtain a PE license within six months of hire will also be considered.
• Proficiency with Autodesk Civil 3D.
• Experience preparing civil engineering construction documents and permitting packages.
• Experience with site development, grading, stormwater management, erosion and sediment control, and utility design.
• Strong understanding of applicable local, state, and federal design standards and permitting requirements.
• Excellent written and verbal communication skills.
• Strong organizational and time-management skills with the ability to manage multiple projects and deadlines.
• Ability to work independently while contributing effectively to a collaborative team environment.
• Ability and willingness to visit active construction sites as needed.
