Under general supervision provides technical, financial, statistical and other analytical support; performs research and special project management; supervises sensitive, confidential specialized record maintenance; oversees and ensures legal compliance and budgetary expenditures; supervises staff; and may fulfill other assignments in functional areas such as supervising various other administrative, accounting or technical functions. The incumbent may be required to assist in public activities or meetings, and coordinate with other service areas, agencies, committees, boards, and commissions. This classification is assigned to the Turlock City Employees Association bargaining unit for labor relations purposes and is subject to overtime assignments.

Experience and Training Guidelines Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience: Five years of progressively responsible technical clerical, accounting, or business experience with an emphasis on communication and public contact of which one must be at the advanced journey level. Supervisory experience preferred.
Training: Equivalent to an Associate of Arts Degree (approximately 60 semester units) in Accounting, Business Administration or related field. Licenses: Possession of a valid California Driver's License at time of appointment, to be maintained as a condition of employment.
Additional InformationPhysical Conditions: Maintain the following physical abilities: see well enough to view and work with computer screen for extended periods, read fine print; hear well enough to converse on the telephone in assisting the public with emergency and non-emergency situations; use of hands and fingers for use of answering telephones, computer keyboard, writing and filing. An eligibility list will be established from this recruitment that will be valid for six (6) months. All employees are required to serve a twelve (12) month probationary period.
Selection Process:

Applications will be rejected if they incomplete or required documentation is not attached.
3. Applications will be reviewed for possession of the minimum job requirements. In the event that a large number of applicants possess the minimum qualifications, applicants who appear to be the most qualified based on their breadth and recency of relevant experience will be invited to compete in the testing process.
4. Candidates invited to compete in the testing process may be required to take a written examination, which is based on a pass/ fail basis. In the event that a large number of candidates pass the written examination, the City reserves the right to invite a percentage of the top scoring candidates to compete in the next test phase of the testing process, an oral examination. The oral exam is tentatively scheduled for the week of October 13, 2026.
5. Candidates who participate in the oral examination and receive a score of 70% or more will be placed on an eligibility list. Ranking on the eligibility list is based solely on the results of the oral exam.
6. Completion of a practical exercise may be conducted in order to further evaluate skills relating to essential job functions.
7. Top candidates from the eligibility list will be referred to the Finance Director for final appointment consideration. Final appointment will be contingent upon passing the following: reference review, a drug screening and fingerprinting.
Veteran's Preference System: The City of Turlock has adopted a veteran's preference system (effective January 1, 2002). The percentage score achieved through an entrance (non-promotional) examination which ranks applicants on an eligibility list shall be adjusted to provide: (a) one (1) percentage point added to the final test score for each six (6) months of active service during a time of armed conflict, up to a maximum of five (5) points, and (b) five (5) percentage points added to the final test score for veterans who are disabled as a result of active military service during a time of armed conflict, regardless of length of service. To receive preference points, applicants must provide supporting documentation and proof of honorable discharge. In no event shall an applicant receive more than a five (5) point adjustment. This request should be made in section #12 of the employment application form. A copy of your DD214 must be attached for this request to be considered.
