Principal Buyer - Administrative/Business (SC106)

As Principal Buyer, you will lead analytical and strategic sourcing efforts supporting government procurement practices for SRR at Savannah River Site. You will craft high-value procurement proposals, develop reliable sources of supply, and guide staff through complex specifications and negotiations. Your work enables compliant, cost-effective acquisitions aligned with DOE and SRR policies. You will operate independently, collaborating with STRs and stakeholders to resolve procurement challenges and optimize outcomes. This role offers impact at a federal contractor scale within a mission-driven environment.

• Ensure procurement activities align with SRR and SRS policies; maintain compliant procurement files
• Prepare, review, issue, negotiate, and administer procurement packages; resolve supplier and customer issues
• Develop complex technical specifications and requirements; conduct market surveys
• Plan long-term procurement programs and sound purchase strategies for complex acquisitions
• Review sole source justifications, emergency requisitions, and subcontract documents
• Administer purchase orders/subcontracts and verify invoice compliance
• Collaborate with Subcontract Technical Representatives on issues and training
• Identify and resolve differences between SRR and supplier objectives; maintain cost-competitive supply

• 5+ years in procurement with 3-5 years federal-related procurement experience
• Experience with subcontract terms and conditions, negotiations, and procurement file reviews
• Knowledge of FAR and DEAR or equivalent government procurement regulations
• Experience with DOE contracting environments; familiarity with socioeconomic programs
• Proficiency with procurement systems and computer tools
