Director, Business Development

In this role you will lead federal civilian growth for DoS, DHS, GSA, HHS and related agencies, shaping and closing large opportunities. You'll own key relationships with senior government leaders and drive demand across IT modernization, cybersecurity, AI/ML, data, and mission support. You will craft account plans, coordinate capture and teaming, and deliver accurate forecasts to executive leadership. This is a senior growth leadership position that combines strategic vision with hands-on pursuit management, located in Reston, VA.

• Lead primary BD and account ownership for select federal civilian accounts (DoS, DHS, GSA, HHS)
• Build and expand relationships with senior government leaders, contracting officers, program offices, and partners
• Develop account plans, engagement strategies, and long-term growth campaigns aligned to corporate priorities
• Identify and advance opportunities valued at $50M+ with alignment to IT modernization, cybersecurity, AI/ML, data, and mission support
• Shape opportunities, plan calls, position competitively, and coordinate internal qualification
• Collaborate with capture, solution, pricing, finance, contracts, and delivery teams to craft differentiated pursuit strategies
• Develop strategic teaming with primes, small businesses, and tech partners to improve win probability
• Maintain accurate opportunity records in CRM with customer intelligence, milestones, forecast, and pWin rationales
• Provide disciplined pipeline management, forecasting, and reporting to growth and executive leadership
• Monitor customer priorities, acquisition trends, contract vehicles, competitor activity, and budget drivers across DoS, DHS, USCIS, and related agencies
• Represent the company at industry events and customer forums for DoS, DHS, GSA, HHS
• Lead or contribute to strategic growth campaigns for high-priority civilian accounts
• Support gate reviews and opportunity decisions with evidence of customer intimacy and realistic win probability
• Think creatively to overcome competitive challenges and position the company for success

• Minimum 10 years of federal BD experience with a focus on federal civilian markets
• Bachelor's degree in relevant field
• Minimum 5 years of direct account ownership or senior BD responsibility in DoS, DHS, GSA, HHS or comparable agencies
• Proven record of leading and winning large-scale opportunities ($50M+)
• Experience as primary BD lead for qualified pipeline development, customer engagement, and pursuit advancement
• Strong relationships with government customers, contracting officers, program leaders, and partners
• Solid understanding of the federal acquisition lifecycle and contract vehicles used by DoS, DHS, GSA, HHS
• Experience managing a robust qualified pipeline with evidence-based forecasts
• Proficiency with CRM and pipeline management and ability to brief executives
• Executive presence, strong communication and trust-building skills
• Ability to work cross-functionally across capture, proposal, solution, pricing, finance, contracts, and delivery teams
• Strategic thinker with creative problem-solving and differentiated pursuit strategies
