In this role you help the OCFO modernize financial management by assessing current systems, documenting data flows, and shaping a strategic roadmap. You'll work with process owners and technical stakeholders to clarify requirements and support decision-making for an enterprise-wide Strategic Portfolio Management function. The position offers direct exposure to senior leadership and opportunities to contribute to governance, automation, and performance metrics. You will operate in a dynamic, collaborative environment with a focus on delivering tangible improvements.

- Assess current OCFO capabilities and feeder systems, data interfaces, and reporting processes
- Document system inventory and capabilities across financial, budget, procurement, and related systems
- Develop TCO baselines for applications including licensing and hosting costs
- Map data flows, processes, pain points, risks, and audit findings related to systems and reporting
- Contribute to Current State Assessment, identifying gaps and modernization opportunities
- Identify capability gaps and draft requirements aligned to strategic priorities
- Establish metrics to measure project success and support IT governance and performance metrics
- Assist with Analyses of Alternatives (AoA) and support the SPM implementation roadmap
- Prepare governance materials and track decisions, actions, and risks for OCFO boards
- Create user guides, SOPs, and training materials; support knowledge transfer and transition activities
- Contribute to monthly status reporting on progress, risks, and performance
- Ability to obtain and maintain a Federal or DoD Public Trust
- Bachelor's degree in relevant field
- Five years of relevant experience in business analysis, financial management, governance, systems, or IT portfolio management
- Experience in federal environment preferred
- Strong ability to read and interpret financial documents and governance authorities
