JOB DESCRIPTION:

Allied Technologies and Consulting (ATC) is recruiting for a Senior Cost Analyst with advanced level cost accounting and analysis in accordance with federal and agency regulations reporting to the Deputy Chief of Staff for Resource Management (DCSRM) within US Army Medical Research and Development Command (USAMRDC). This position is based in Frederick, MD, and will require up to 5 days on-site at either ATC’s Frederick office or at Fort Detrick. Approval for telework arrangements will be made on a case-by-case basis.


DUTIES AND RESPONSIBILITIES:

The experienced, professional, and dynamic Senior Cost Analyst will assist with a variety of products and programs and perform the following duties:

  • Assist the DCSRM staff with transactional data input into GFEBS in the following functional areas: funds management and funds distribution; spending chain, pre-commitment processing, and out-going Military Interdepartmental Purchase Request (MIPR); reimbursable business process to include in-coming MIPR processing; Government Purchase Card (GPC) support; labor allocation; cost management business process; Project Systems/WBS elements in GFEBS.
  • Generate management and financial reports in GFEBS to include but not limited to status of funds reports, open commitment reports, open obligation reports, and cost management reports.
  • Review and analyze error reports in GFEBS to recommend corrections to include but not limited to interface monitor errors.
  • Assist with implementing USAMRDC standardized cost models across all fund centers for indirect costs and ancillary/other direct cost capturing. The Contractor shall use the cost accounting models to develop appropriate pricing structures to recover the cost of product and services consumed by direct and reimbursable customers.
  • Provide financial analysis support with extensive involvement in responses to requests as it relates to indirect cost and indirect rate analysis (revenue generated versus funds executed).
  • Analysis of support agreements (interagency and interservice) and determining USAMRDC consumption levels per customer.
  • Indirect rate revenue anticipated compared to actual indirect funds received and operational funds generated. This includes periodically reviews during the year to determine budget execution levels. Assist with development of dashboard components as it relates financial execution compared to Tables of Distribution and Allowances (TDA) requirements and authorizations. Various requests from customers (i.e., Congressional inquiries) for detailed analysis of how the USAMRDC indirect cost rates are developed and what services/activities are provided to support the funding. This requires the Contractor to be able to dissect the complex USAMRDC cost accounting by funding appropriation and then accumulation of the various funding into a logical response to the requesting agency.
  • Provide training on capturing cost accounting data within GFEBS. The Contractor shall complete GFEBS specific Computer Based Training / Instructor Lead Train (CBT/ILT) courses to ensure proper provisioning of GFEBS cost management roles. Training includes hands-on for USAMRDC and subordinate units on GFEBS cost reports, how to extract data using GFEBS B and Enterprise Resource Planning (ERP) components, and how to interpret the data within those reports and recommend corrective actions if needed.
  • Generate ad hoc reports using GFEBS or other USAMRDC approved software meeting the suspense date.
  • Facilitate USAMRDC’s use of the cost accounting models to enhance organizational performance measurement for manpower surveys to establish reasonable performance targets based on the acceptable amount of resources needed to perform each activity established by the models.
  • Review the USAMRDC cost accounting models and other information to conduct an in-depth analysis on the processes to identify opportunities for improvement and utilizing analysis techniques.
  • Provide the link between process costs and customers to ensure appropriate cost recovery from reimbursable customers.
  • Become the SME to answer cost accounting, GFEBS Cost Management and Cost Analysis related questions and provide assistance as requested.


EDUCATION, SKILLS AND EXPERIENCE REQUIRED:

  • Bachelor’s Degree preferred and/or two full years of progressively higher-level education leading to such a degree in the business or related field which demonstrates the knowledge, skills, and abilities necessary to do the duties outlined in the job requirements OR combination of education and work experience.
  • At least two years of experience utilizing an automated financial system such as General Fund Enterprise Business System (GFEBS)
  • Specialized experience in the area of Federal appropriations law, Federal budget analysis and financial reporting, Army budget experience preferred.
  • Proven experience in the field related to implementation of federal concepts, policies, and principles of budget.
  • Experience with SAP BusinessObjects (BOBJ) Report Generation, Advanced Variable Creation & Automation and Complex Multi-Dimensional Layouts.
  • Excellent communications, writing, organizational and project management skills.
  • Sharepoint and experience desired.
  • Experience, knowledge and the ability to execute using Microsoft Office Suite, Word, PowerPoint, and Excel, as well as Microsoft Outlook.
  • At least 2-3 years’ experience in Federal contracting, government or military environment is preferred.
  • Travel up to 10% of the time may be required.
  • Public Trust T1-NACI Clearance required.
  • US Citizen Required.
  • Must be able to pass background testing.
