Public Health Business Analyst
Remote

Program Overview:

Supporting efforts to modernize public health data exchange and interoperability to enhance health information systems.

Responsibilities:
  • Elicit, document, and manage business and technical requirements through interviews, workshops, and reviews with public health stakeholders and SMEs.
  • Develop requirement artifacts such as business requirements, user stories, process maps, data flow diagrams, and acceptance criteria.
  • Support analysis of system integrations and data flows across public health programs, laboratories, registries, and external partners.
  • Collaborate with technical teams to translate requirements into solution designs, backlog items, and implementation plans.
  • Contribute to test planning, test scenarios, and user acceptance testing activities.
  • Assist with documentation development including SOPs, data dictionaries, user guides, and meeting summaries.
  • Support data quality, timeliness, reporting requirements, and reuse across public health use cases.
  • Communicate complex technical topics clearly to non-technical audiences.
Required Qualifications:
  • Bachelor’s Degree.
  • At least 2 years of experience serving as a Business Analyst in technical-centric projects.
  • Fluent in public health surveillance, epidemiology workflows, and systems used by state, tribal, local, and territorial public health agencies.
  • Ability to analyze and document end-to-end workflows, system integrations, and data flows supporting surveillance and reporting use cases.
  • Proven ability to communicate technical concepts clearly to non-technical public.
  • Strong collaboration skills for working across technical delivery teams and public health stakeholders.
  • Excellent written and verbal communication, problem solving, and critical thinking skills.
Preferred Qualifications:
  • Working knowledge of public health data exchange and interoperability across PHAs, laboratories, registries, healthcare partners, and federal systems.
  • Familiarity with public health standards and artifacts such as HL7 v2, CDA, FHIR.
  • Working knowledge of Generative AI and agentic research methods versus other automation approaches.
Compensation Salary Range:

$90,000.00 - $125,000.00

This final compensation is based on technical skills, experience, education, certifications, and clearance.
