The Opportunity



The Northern Virginia Chamber of Commerce seeks a Vice President for Finance and Administration to serve as the enterprise leader for finance, human resources, information technology, and operations, ensuring that the organization has the strategy, systems, controls, and infrastructure needed to support growth and advance its strategic plan.




Serving as a member of the senior leadership team, the Vice President reports directly to the CEO, partners closely with senior leaders, and serves as the primary staff liaison to NVC’s Finance and Audit Committee.




A strategic, hands-on executive, the Vice President will lead the organization’s fiscal strategy, financial operations, and HR while overseeing IT, and administrative systems that enable NVC to operate effectively, manage risk, and scale responsibly.




The Vice President will be accountable for the following key responsibilities:




Finance and Accounting



  • Lead all financial operations, including budgeting, forecasting, cash management, accounting, audit preparation, internal controls, risk management, payroll, commissions, and external reporting.

  • Provide financial analysis, projections, and decision-support tools that help the CEO, senior leadership team, and Board understand cost structure, revenue opportunities, financial risk, and long-term sustainability.

  • Oversee annual and long-term fiscal planning in alignment with NVC’s strategic plan, including evaluation of new initiatives, revenue streams, partnerships, cost efficiencies, and investment priorities.

  • Review contracts and directly negotiate agreements when needed to protect NVC’s financial, operational, and strategic interests.

  • Partner with the Senior Vice President, Government Relations, to ensure accurate reporting, and stewardship of political contributions and grants.

  • Act as Treasurer for the NVC Political Action Committee.

  • Serve as primary staff leader to NVC’s Audit and Finance Committees and to financial and operational vendors.

  • Support the Senior Leadership team as a practical problem-solver for time-sensitive financial issues.




Human Resources




  • Work with the CEO and senior staff team to ensure that human resources policies and procedures comply with applicable Federal, state, and local employment laws.

  • Lead HR in collaboration with the CEO and senior staff team to recruit and retain high-caliber talent, including robust onboarding and performance management systems and professional development policies and practices.

  • Oversee administration of the compensation program, including employee benefits, and ensure that these are regularly benchmarked against peer organizations.

  • Administer semi-monthly payroll.

  • Serve as main point of contact with all benefits providers.

  • Provide support to NVC as an HR Department of one with the assistance of outside General Counsel, as needed.




Information Technology & Operations




  • As primary staff lead, guide vendors in ensuring that the platforms, software, and services in use continue to meet the evolving needs of NVC staff, and oversee processes related to technology maintenance, change management, and budgeting.

  • Ensure the development and implementation of policies and processes to address IT needs and assure efficient, secure, and productive IT systems and support, including fostering a customer-service oriented approach among IT and operations staff and vendors.




Organizational and Team Leadership




  • Develop tools and systems to provide critical financial and operational information to the CEO, senior staff team, and Board of Directors – and make actionable recommendations on both strategy and operations.

  • Represent the organization externally, as necessary, particularly in financial matters.

  • As a member of the senior team, participate in organization-wide strategic planning and reporting, and help with fostering healthy, effective collaboration and communication across the organization.




Qualifications



The position calls for a versatile executive leader with integrity, exceptional financial acumen, and experience strengthening finance, human resources, information technology, and administrative systems during periods of organizational growth and change.




Required Qualifications



  • Minimum of 15 years of progressive senior financial leadership experience, preferably in a nonprofit, association, advocacy, or mission-driven environment.

  • Deep knowledge of nonprofit finance, accounting, budgeting, audit, compliance, reporting, and internal controls.

  • Demonstrated ability to translate complex financial information into clear, actionable guidance for staff, senior leaders, committees, and Board members.

  • Strong analytical, operational, negotiation, interpersonal, problem-solving, and team leadership skills.

  • Ability to earn the confidence of multiple constituencies, including senior executives, Board members, team members, vendors, and staff across departments.

  • General HR knowledge to handle ongoing payroll and benefits, along with other HR tasks as may be required.

  • Ability to oversee the outside IT partner (including purchasing hardware, software upgrades, and other duties as necessary). Additionally, acting as an administrator with other cloud software providers, ensuring the staff have proper access to the software,

  • Bachelor’s degree in finance, accounting, business administration, or a related field.

  • Senior-level experience overseeing human resources, information technology, operations, or administrative functions.

  • CPA designation.




Preferred Qualifications





  • Experience supporting nonprofit advocacy organizations, political action committee reporting, or Board committee governance.

  • Master’s degree, CAE or CCM credential.
