Quality Manager

Halmar International is seeking an experienced Quality Manager to support our work on the MTA Second Avenue Subway project in New York City. This individual will lead the project’s quality management activities and work closely with construction, designers, engineering, inspection, testing, subcontractor, and project management teams to ensure work is executed in accordance with contract requirements, approved plans and procedures, applicable specifications, and established Quality Management Plan requirements.

The position requires a strong heavy civil construction background and hands-on experience managing QA/QC programs on major transportation, transit, tunnel, or infrastructure projects.

Responsibilities:

• Lead the implementation and administration of the project Quality Management Plan (QMP) and associated QA/QC procedures.


• Familiarity with the 15 Elements of Quality derived from the Federal Transit Administration (FTA) Quality Management System (QMS) Guidelines based from ISO 9001:1987 standard.


• Ensure construction activities comply with contract documents, approved submittals, inspection and testing requirements, and applicable project standards.


• Coordinate and execute quality activities and hold points among the project management, construction, engineering, subcontractor, testing laboratory, and inspection teams.


• Plan and oversee inspections and testing for civil, structural, mechanical, electrical, and other applicable scopes of work.


• Ensure work requiring special inspections is identified and coordinated in advance of construction activities, an issue specifically emphasized in the project's quality meeting documentation.


• Manage nonconformance reporting and corrective-action processes, including identification, documentation, tracking, resolution, and closure of quality issues.


• Review inspection and testing documentation for completeness, accuracy, traceability, and compliance with contractual requirements.


• Ensure inspection records identify applicable drawings, inspected locations, acceptance criteria, results, and clear pass/fail conclusions. Project quality documentation has specifically emphasized these requirements as well as traceability for concrete, shotcrete, pile testing, and laboratory reports.


• Conduct quality audits and reviews and verify compliance with established procedures.


• Track corrective and preventive actions and support continuous improvement of project quality processes. These functions are consistent with Halmar's internal Quality Manager responsibilities documented in its Quality Management Plan materials.


• Maintain complete and accurate quality documentation, including inspection reports, test reports, nonconformance records, corrective-action documentation, audit records, and supporting quality records.


• Coordinate closely with field operations to ensure inspection coverage is in place before work proceeds.


• Interface professionally with MTA representatives, designers, consultants, testing agencies, subcontractors, suppliers, and other project stakeholders.


• Support monthly quality certifications and associated inspection tracking requirements.


• Promote a strong quality culture throughout the project and proactively identify potential quality risks before they impact construction.


• Participate in project quality meetings and communicate quality issues, corrective actions, trends, and status to project leadership.

Qualifications:

• Bachelor’s degree in Civil Engineering, Construction Management, Engineering, or a related discipline preferred.


• Significant QA/QC or Quality Management experience within the heavy civil construction industry.


• Demonstrated experience on large-scale MTA, NYCT, LIRR, PANYNJ, rail, subway, tunneling, bridge, or comparable transportation infrastructure projects strongly preferred.


• Previous experience serving as a Quality Manager, QC Manager, QA Manager, Senior Quality Engineer, or similar project quality leadership position.


• Strong knowledge of construction quality assurance and quality control principles, inspection and testing procedures, nonconformance management, corrective actions, and documentation requirements.


• Ability to interpret construction drawings, technical specifications, contract documents, codes, standards, and approved submittals.


• Experience coordinating third-party testing and special inspection organizations.


• Strong understanding of document control and traceability requirements for inspection and testing records.


• Excellent written and verbal communication skills with the ability to work effectively with field personnel, engineers, subcontractors, inspectors, testing agencies, and owner representatives.


• Strong organizational skills and attention to detail.


• Proficiency with Microsoft Office and construction/project document management systems.


• Professional Engineer (PE), ASQ quality certifications, or other applicable industry credentials are a plus.


• Experience working within an MTA quality program is highly preferred.
