Business Development & Capture Director (Federal)

As a Business Development & Capture Director at Sparksoft, you lead federal growth within CMS and the broader HHS ecosystem, guiding capture strategies from opportunity identification to proposal submission. You'll collaborate with internal teams, partners, and government customers to drive successful bids and expand Sparksoft's presence. The role focuses on shaping winning proposals, managing the full BDLC, and building strategic relationships across CMS/HHS agencies. • Lead the full Business Development Life Cycle (BDLC) from discovery to proposal submission
• Direct capture strategies including teaming, pricing, staffing, and solution development
• Respond to RFIs, Sources Sought, and RFPs with time-bound, compliant delivery
• Collaborate with internal proposal teams on writing, reviews, and production
• Build and maintain relationships with customers, partners, and stakeholders across CMS/HHS/FDA/NIH/CDC
• Track pipeline metrics and conduct after-action reviews to improve bids
• Represent Sparksoft at industry events and influence marketing/outreach
• Coordinate with recruiting to align talent for proposals and pursuits
• Maintain capture documentation, CRM updates, and internal reporting

• 5+ years in federal business development and capture
• 3+ years of proposal writing/management within CMS/HHS/FDA/NIH/CDC
• Experience with CMS, HHS, FDA, NIH, CDC operations and landscape
• Strong understanding of federal acquisition vehicles (IDIQs, GSA, BPAs, FFP, T&M, CPFF)
• Familiarity with Shipley BD processes and tools
• Excellent communication, writing, leadership, and presentation skills
• Ability to work cross-functionally in a fast-paced, deadline-driven environment
• Experience in small businesses and supporting multiple capture roles
• Proficiency with pipeline tools and CRM systems
• Familiarity with CMS modernization efforts (APIs, data solutions, cloud, cybersecurity, testing)
