Training Redesign Consultant - Business Transformation (BT) Initiatives

As a Training Redesign Consultant for Business Transformation initiatives, you will design and update financial management training aligned with transformed processes and federal standards. You will support data-driven needs assessments, develop instructional materials, and implement change-management plans to improve operational efficiency in a federal agency. You'll work across locations with remote options, focusing on building a scalable, blended learning program that enhances public-health-oriented financial governance.

• Identify and develop new training materials for evolving roles and workstreams
• Submit a detailed training plan with a work breakdown structure, milestones, and dependencies
• Assess training needs across financial management practitioners and collect data from multiple centers
• Collate data and report findings with recommendations to the agency
• Devise a plan and metrics for a training certification program based on federal standards
• Provide instructional design support and consultation for courseware development
• Develop and update a comprehensive change management strategy and measures
• Evaluate effectiveness of training and ensure timely updates to materials
• Address blended ILT and vILT to reach more learners and enable remote participation

• Consecutive employment in a comparable role within the past five years
• Proficient in Microsoft Office (Word, Excel, PowerPoint) and related tools
• Bachelor's degree or technical training equivalent in a related field
• 8+ years of experience designing, planning, and implementing financial training programs
• Ability to travel as required and communicate effectively in English
• U.S. citizenship and eligibility for security clearance
• Excellent oral and written communication skills
• Ability to perform on-site or long-distance technical assistance
