Job Title: Business Performance Specialist
Status: Full-time

Department: Business Strategy and Process Management

Reports To: Business Process Manager
Location: Guam

Job Summary:


Pacific Federal Management (PFM) is seeking a highly motivated and detail-oriented Business Performance Specialist to join the Business Strategy and Process Management Department.


In this role, you will work closely with all departments to understand and enhance our business performance. Your work will involve defining OKRs and KPIs, analyzing trends, and providing actionable insights to management and other departments. This is a crucial position for executing strategy and influencing operations, and it requires a keen eye for detail, strong analytical skills, and a comprehensive understanding of business processes.


Responsibilities:


OKR & KPI Framework

  • Support and improve the execution of PFM’s OKR framework, including goal-setting cycles, trackers, scoring guidelines, and check-in cadence.
  • Support department heads in translating corporate strategy into departmental OKRs and KPIs to be tracked on a weekly/quarterly basis.

Performance Tracking & Reporting

  • Track and monitor OKR progress and KPI performance across all departments.
  • Design, build, and maintain performance dashboards and scorecards for upper management and department heads.
  • Prepare regular performance reports that highlight progress, gaps, and variances against targets.
  • Facilitate periodic OKR check-ins and performance reviews and follow up on agreed actions to support accountability.

Analysis & Insight

  • Analyze lagging or missed goals to identify gaps and root causes and recommend corrective actions.
  • Partner with the Process Improvement Specialist when performance gaps point to a process or capability issue that needs to change.
  • Translate performance data into business insights that inform strategic planning and prioritization.


  • Provide input to corporate strategy development and department strategy alignment.

Collaboration & Enablement

  • Work with the Data Analytics department to define data requirements and ensure that metrics are accurate and reliable.
  • Train and coach department heads and staff on OKR and KPI best practices to build engagement with the framework.



Qualifications


  • Bachelor’s degree in Business Administration, Finance, Economics, Statistics, or a related field.
  • 3+ years of experience in business performance analysis, strategy, FP&A, operations analysis, or a similar role.
  • Hands-on experience with OKRs, KPIs, balanced scorecards, or other performance management frameworks.
  • Advanced Excel skills and experience building dashboards in a BI tool such as Power BI or Tableau.
  • Strong analytical and problem-solving skills, with the ability to find root causes behind the numbers.
  • Excellent written and verbal communication skills, including presenting findings clearly to senior leaders.
  • Ability to build relationships and influence department heads without direct authority.
  • High attention to detail, strong organization, and the ability to manage recurring reporting cycles.
  • Experience in construction, government contracting, or professional services a plus.
  • Familiarity with Lean or continuous improvement methods a plus.
  • Working knowledge of SQL or other data querying tools.
  • Experience facilitating meetings and workshops with cross-functional teams.
