Job Description

Lead Project Manager (Program Manager for State of AZ)

 

  • Contract management responsibility acting as the single point of contact for all contract inquiries, guidance, compliance, and assures overall customer satisfaction.
  • Facilitate contract administration to include development and ongoing review of processes, reporting development, reporting validation and system requirements in support of State, or University, Master Service Agreements (MSA).  Including development of and ongoing training material, customized to meet the needs of Sales and Sales Support staff whom manage customers procuring services off of the MSA.
  • Act as the point of escalation and compliance authority for contract questions, including understanding funding requirements and promotional offer restrictions related to services offered on the MSA.
  • Creating reports for State MSAs, or individual State contracts, including but not limited to: Arizona and New Mexico
    • Usage Reports
    • Total Billed Revenue
    • CPE Revenue
    • Recurring Revenue
    • Service Level Agreements
    • Uptime
    • Service Order
    • AZNet State of Arizona Managed Enterprise (AZNET SOA-MIPT)
    • Non-Contracting Inventory
    • Cooperative Purchasers, including validation and reporting
  • Analyze and administer Administrative Contract Fees – data assessment, coordination of internal approvals through delivery of a payment to the customer
  • Maintain and enhance processes, and associated training, for ongoing proper contract handling
  • Manage the corporate entity for the State of AZ in ProcureAZ, including updating mailing address, providing Certificates of Insurance, and W9s
  • Quality assurance on contract paperwork and processes
  • Manage amendments internally and with customer facing responsibilities
  • Modify pricing worksheets
  • Work with internal workgroups for necessary data and approvals
  • Draft contract language, receive necessary approvals, review with Account Teams
  • Coordinate progress and action items for contract amendment and issues
  • Act as primary contact for Q&A internally/externally on State contracts and other large Government & Education MSAs
  • Ensure Pramata/ILINK version control is accurate and complete
  • For pricing amendments, update rate tables (AQCB) and Billing Promo Codes (CASPER) and Fast Track (IABS)
  • Understand and manage tariff implications to procurement vehicles and published pricing, product rollouts and rate changes
  • Basic understandings of ILEC territories and unique contractual obligations of each
  • Support Sales on Request For Pricing (RFP) coordination in meeting deliverables associated with responding to a RFP
  • Analyze scope of work/project plans and provide recommendations for improved processes cross functionally. Lead internal/external customer contract/project meetings, communicates progress on milestones through completion
  • Develops, plans and manages implementation of activities for multiple complex projects/programs or a single complex project/program for internal and external customers

Qualifications

  • Experience in Procurement and/or Contract Administration/Contract Management
  • Experience in identifying and interpreting state statue, tariff and contract language; in turn, framing the content to be applicable to the intended audience
  • Excellent analytical, contract/project management, and problem solving skills
  • Strong verbal, written and presentation communication skills to include:
    • Preparing Executive Reporting and presentations intended for Senior Leadership, internal and external
    • Preparing project status reports and effectively communicating with internal and external customer project stakeholders
    • Ability to manage multiple assignments and major projects simultaneously
    • Legacy Qwest Product knowledge
    • Understanding of internal work groups within CTL to include Sales, Support, Sales Enablement, Pricing and Offer Management
    • Comfortable with presentations to customers using the Microsoft Office Suite, including technical skills to describe pricing options
    • Expert Excel knowledge to include creating & maintaining auto reporting functionality
    • Ability to represent Employer in a professional and positive manner
  • Strong team skills, able to take the lead on projects, manage dependencies to meet project timelines and execute requirements on time
