1.0 Purpose

The Construction System Owner – Civil, Structural, and Architectural (CSA) provides field-based

technical oversight and verification for civil, structural, and architectural systems during project

construction.

The role verifies that CSA installations comply with approved IFC drawings, technical specifications,

validated submittals, and applicable GMP and regulatory requirements.

Acting as the discipline technical authority in the field, the role identifies installation deviations, and escalates issues/risks that may impact compliance, system readiness, or turnover. A key task is to monitor weekly installation plans for progress and monitor critical path systems for schedule

adherence.

The role supports readiness for walkdowns, inspections, testing, and final handover by confirming installation completeness, documentation accuracy, and alignment with project quality standards.

2.0 ACCOUNTABILITIES

Serving as the CSA discipline technical point of contact to the Project Manager and project leadership

for construction, construction quality, compliance verification, and system readiness.

Verifying that CSA installations align with:

• Current IFC design documentation

• Approved submittals and technical specifications

• Applicable GMP requirements

• Regulatory and project quality standards

Identify, document, and escalate CSA-related risks, deviations, or installation deficiencies that may

impact:

• System quality

• GMP compliance

• Testing and commissioning readiness

• Construction completion and turnover

Reviewing and monitoring contractor documentation including:

• 6WLA that is critical path centric and include CWA/IWP planned in following weeks

• RFIs and technical clarifications

• Inspection and test records

• Submittal status

• Punch list tracking

• As-built documentation

Providing field-based verification of CSA installation and completeness while supporting alignment

with project objectives for Right-First-Time (RFT) delivery.

Supporting system readiness activities by verifying CSA scope completeness ahead of:

• Walkdowns

• Inspection milestones

• Substantial completion

• Turnover to Client operations

Where specialized expertise is required (e.g., cleanroom architecture or finishes verification), identify

the need for additional technical support and escalate through the project team.

Supporting regular meeting cadence, and reporting.

3.0 RESPONSIBILITIES

• Perform field verification of CSA installations to confirm compliance with approved drawings,

specifications, and validated submittals.

• Support General Contractor where CSA deviations, technical conflicts, and document and escalate

issues through the project governance structure for resolution.

• Witness and verify installation of architectural and structural elements including cleanroom

finishes, partitions, structural systems, and environmental envelope components to ensure

alignment with GMP design intent.

• Review contractor inspection records, quality documentation, and installation reports to confirm

accuracy and completeness in support of commissioning and qualification readiness.

• Observe field conditions including housekeeping, temporary barriers, dust control, and access

management to verify alignment with project standards and GMP expectations.

• Maintain field observation logs documenting installation progress, and potential coordination

risks.

• Report on CSA installation status, open technical issues, and emerging risks to project leadership.

• Participate in project coordination meetings to communicate CSA installation observations,

constraints, and technical concerns.

• Verify interface alignment between CSA scope and other disciplines (MEP, process, IT, fire

protection) and escalate interface conflicts where identified.

• Review RFIs and technical queries relevant to CSA scope in collaboration with engineering SMEs to

ensure alignment with design intent.

• Participate in system walkdowns and completion inspections, verifying installation, documenting

deficiencies, and supporting punch list verification and closure.

• Verify CSA documentation packages including as-builts, inspection records, and documentation

required to support system turnover.

4.0 COMPETENCIES

• Bachelor's in Civil/Structural/Construction Engineering; strong knowledge of IBC, ACI, AISC, and

OSHA standards.

• 10+ years of field experience supporting CSA scope delivery on large Pharmaceutical / GMP

regulated construction projects.

• Strong technical understanding of civil works, structural systems, equipment foundations,

underground utilities, and building envelope construction.

• Experience with cleanroom architectural finishes and controlled environment construction

requirements.

• Knowledge of relevant codes and standards including IBC, ACI, AISC, and applicable safety and

construction regulations.

• Experience supporting construction verification, system inspections, walkdowns, punch list

management, and turnover readiness.

• Strong understanding of GMP construction expectations and documentation requirements.

• Ability to identify and communicate technical risks, installation deviations, within a multi-discipline

project environment.

• Effective collaboration with engineering teams, contractors, commissioning teams, and project leadership to support resolution of technical issues.
