Position Description
Stella May Contracting is seeking a Detail-Oriented Safety & Quality Control Specialist to join our team. The Safety & Quality Control Specialist will be responsible for ensuring compliance with safety regulations and implementing safety programs to create a safe work environment, specifically in our Substation work environments.
Essential Duties and Responsibilities :
  • Serve as the primary safety authority for all work conducted within substations, ensuring strict adherence to utility owner protocols, OSHA standards, NFPA 70E, and client-specific electrical safety requirements.
  • Maintain a visible, consistent presence on active substation job sites, serving as a field-facing resource, observer, and enforcer of high-voltage safety practices.
  • Conduct frequent SIF-potential assessments, targeting high-risk tasks like switching, rigging near energized lines, installation/removal of grounding, bus work, and transformer setting.
  • Enforce the requirement for proper PPE (including arc-rated clothing, voltage-rated gloves, face shields, etc.) and verify PPE use before allowing work to proceed.
  • Lead daily safety communications and assist in jobsite coordination, working with project management team to ensure that all crews are working safely around the site and do not interfere with each other safety or impact one another.
  • Stop work immediately if deviations from approved work plans or safety protocols are observed, with full authority to escalate to site leadership and client representatives.
  • Verify crew qualifications and training align with utility-owner and client requirements (e.g., Qualified Electrical Worker status, utility certifications, and internal competency documentation).
  • Lead investigations of all incidents, near misses, or procedural deviations, using root cause analysis and developing corrective/preventive action plans focused on human performance principles.
  • Mentor and train field leaders on energized work safety, safe work zone control, switching communication protocols, and crew behavioral accountability.
  • Document all site observations, positive interventions, and deficiencies in digital safety systems and communicate trends proactively to project leadership.
  • Participate in planning meetings, constructability reviews, and client coordination calls, ensuring that safety is embedded in every phase of substation execution.
  • Ensure environmental and physical hazards such as induced voltage, step/touch potential, and access control are addressed through engineering controls, signage, barriers, and communication.
Qualifications:
Minimum for Safety & QC Specialist:
  • 10+ years of verifiable construction experience with direct field experience in substation construction (civil, structural, or electrical).
  • 3+ years of experience in safety and/or quality control in a construction or utility setting.
  • OSHA 30 (Construction) certification.
  • CPR/First Aid/AED certification.
  • Valid driver's license and reliable transportation.
  • Excellent written/verbal communication skills.
  • Proficiency with Microsoft Teams, Word, Excel
Position Requirements
  • Frequent travel to active substation construction sites across varying terrain.
  • Ability to walk, stand, climb ladders/stairs, enter confined spaces, and operate near energized equipment.
  • Ability to lift and carry up to 50 pounds and wear full PPE including arc flash-rated gear and respirators as needed.
  • Visual acuity and manual dexterity to perform inspections and complete required documentation.
