Contracts Manager
Position Description: Contracts Manager is responsible for the end-to-end management of government contracts and subcontracts, ensuring compliance with contractual, financial, regulatory, and security requirements while supporting program execution and organizational goals.
Contract & Subcontract Management:
- Execute and manage subcontract agreements and contract modifications.
- Negotiate subcontract terms and conditions with vendors and partners.
- Track task orders and delivery orders to ensure contractual obligations are met.
- Prepare contract briefs, revisions, and summaries outlining contractual requirements and budgets.
- Maintain complete and accurate contract records and documentation.
Financial Oversight:
- Track and manage contract funding, performing checks and balances to ensure financial accuracy.
- Produce, submit, and manage subcontract invoicing.
- Review and approve contract and subcontract invoices.
- Prepare monthly projections and burn-rate reports.
- Assign staff to projects and maintain people plans and expense plans within the company's financial system.
Compliance & Close-Out:
- Monitor subcontractor performance throughout the contract lifecycle.
- Perform contract and subcontract close-out activities in accordance with federal regulations.
- Maintain compliance with small business subcontracting goals and government reporting requirements.
- Prepare and submit responses for contractor performance assessments.
Security & Risk Management:
- Coordinate with the Facility Security Officer to ensure required security documentation is in place, including nondisclosure agreements, DD Form 254s, and organizational conflict of interest documentation.
- Ensure contract compliance with quality management and certification requirements.
Collaboration:
- Work collaboratively across finance, operations, security, and leadership teams.
- Support cross-functional efforts to meet program, customer, and organizational objectives.
