Contra Costa Health Plan
Contra Costa Health Plan (CCHP) is a nationally significant county-sponsored managed care organization and a core component of Contra Costa Health.
Serving approximately 250,000 members, CCHP operates as the Single Plan Model for Medi-Cal managed care within Contra Costa County and serves primarily Medi-Cal beneficiaries while also supporting Medicare and other eligible populations.
CCHP has a long and distinctive history in public-sector managed care and was:
- The first federally qualified, state-licensed county-sponsored HMO in the United States
- The first county-sponsored health plan in California to offer Medi-Cal managed care coverage
- One of the earliest county-operated HMOs nationally serving Medicare beneficiaries.
Today, CCHP contracts with Contra Costa Regional Medical Center, County-operated health centers, and a broader community provider network to arrange covered services for members.
The Plan recently expanded its scope through launch of a Medicare Medi-Cal Dual Eligible Special Needs Plan (D-SNP), creating additional opportunities surrounding clinical integration, care coordination, quality performance, and management of medically complex populations.

The Position
Chief Medical Officer
Contra Costa Health Plan is seeking a mission-driven physician executive to serve as Chief Medical Officer for one of California's most unique and integrated public managed care organizations.
Reporting directly to Irene Lo, MD, Chief Executive Officer, the Chief Medical Officer serves as the senior physician executive for Contra Costa Health Plan and a key member of the Executive Leadership Team.
The CMO will provide executive leadership across clinical strategy, medical management, quality improvement, utilization management, population health, regulatory compliance, care coordination, and provider engagement initiatives.
The Chief Medical Officer oversees the Plan's Medical Management infrastructure, which includes both Clinical Management and Clinical Operations functions supporting care management, utilization management, pharmacy, quality, health equity, population health, grievances and appeals, clinical programs, and broader medical strategy execution.
Working closely with executive leadership, provider partners, County stakeholders, Contra Costa Regional Medical Center leadership, and broader Contra Costa Health leadership, the CMO will help advance quality outcomes, operational effectiveness, health equity initiatives, and long-term sustainability across a large and complex managed care organization.
Experience/Qualifications
Education
- Medical degree required
- Active California physician license required
- Board certification required
Leadership Experience
- Executive physician leadership experience within managed care, integrated delivery systems, health plans, or safety-net environments
- Experience with Medicare and Medi-Cal populations strongly preferred
- Population health and quality improvement leadership experience strongly preferred
- California managed care experience highly desirable
- Safety-net experience strongly preferred
Operational Environment
- Experience operating within highly regulated healthcare environments
- Experience navigating complex stakeholder environments
- Unionized environment experience beneficial.
Compensation
The annual salary for the Chief Medical Officer is currently $441,000.
